Clovis Municipal Airport Master Plan

KSA prepared a master plan for the Clovis Municipal Airport that would guide future airport development. This was the airport’s first official master plan and it received strong support from the New Mexico Department of Transportation. The completion of the master planning effort provided the airport and the City of Clovis with a vision for future airport development as well as an airport plan set.
 
During the master planning process, specific attention was paid to air service development in an effort to evaluate the possibility of expanded service by a national air carrier. In addition, KSA developed a plan for terminal area expansion in an analysis of location options for a terminal building. The air service and terminal option components of the study dovetailed with an assessment to consider possible joint-use facilities at the nearby Cannon Air Force Base. This was done to uncover what was necessary to accommodate the growth of air service throughout the region while considering the needs of the Air Force. The projected growth of commercial and general aviation activity resulted in recommendations that included the relocation of a general aviation use runway to make room for terminal building development, runway extensions to accommodate regional jet requirements and substantial hangar expansion. The master plan also included an analysis of airport-use compatibility, updated minimum standards, rules and regulations and a safety/security plan.
